The Central Bank of Russia has published a draft ordinance that would require professional market participants to reflect cryptocurrency exposures in prudential ratios measuring financial resilience. The proposed treatment would apply to brokers, trustees, forex dealers and cryptocurrency exchange offices, incorporating cryptocurrency-related credit and market risks into capital adequacy calculations. When calculating equity, firms could recognize only cryptocurrencies admitted to exchange trading and registered with crypto depositories. These holdings could account for no more than 25% of the value of assets included in the calculation. The draft also sets procedures for assessing the related risks and limits cryptocurrency’s share in professional market participants’ equity.
