The Federal Reserve Bank of Dallas has appointed Arturo Barrio as vice president and regional executive for El Paso, effective May 18. In the role, he will build relationships with local businesses, community groups, and border economy leaders to strengthen the bank’s understanding of economic conditions across West Texas, southern New Mexico, and the wider U.S.-Mexico border region. The position is based at the El Paso branch, which the Dallas Fed described as the only Federal Reserve bank branch on the U.S.-Mexico border. The branch sits within the Eleventh District, which covers about three-quarters of the border and includes Texas. Barrio joins from the University of Texas at El Paso, where he was assistant vice president for international relations and also advised the university president on Mexico and Latin America. His background also includes work at Mexico’s Ministry of Foreign Affairs and service as chair of the City of El Paso’s Committee on Border Relations from 2018 to 2021.
