The Central Bank of Iraq published an account of discussions with the Communications and Media Commission on strengthening oversight of digital payments and developing Iraq’s legal and regulatory framework for the digital economy. The talks covered compliance by digital applications and electronic payment platforms, user protection, transparency and coordination on anti-money laundering and counterterrorist financing. The authorities also discussed reactivating financial transactions through TikTok and bringing payments to influencers and content creators within Iraq’s legal, tax and financial frameworks. Other topics included mechanisms to attract and license global technology companies, including Apple, Google and Meta, and regulate their payment operations and digital services in Iraq. A planned memorandum of understanding would establish an institutional framework for cooperation on digital payments, financial technology and electronic services.
