The Guernsey Financial Services Commission and the Policy & Resources Committee have launched a consultation on changes to the anti-money laundering, counterterrorist financing and counterproliferation financing supervisory framework. The proposals respond to MONEYVAL’s recommended actions in its early 2025 evaluation report and would amend the Handbook on Countering Financial Crime and Schedule 3 to the Criminal Justice (Proceeds of Crime) Law. The consultation also proposes minor amendments to Schedules 1 and 4 of the law to address two unintended consequences arising from the Lending, Credit and Finance Law. It seeks views on Appendix C of the Handbook, which identifies jurisdictions with standards equivalent to Financial Action Task Force requirements and supports the use of introducer arrangements and intermediary provisions. Responses are due by Oct. 9, 2026.
