The Namibia Financial Institutions Supervisory Authority has issued a directive prescribing the format for the rules of all retirement funds, beneficiary funds and friendly societies registered under the Financial Institutions and Markets Act, 2021. Effective upon its publication in the Government Gazette on Aug. 20, 2026, the directive applies to the entities and their boards, principal officers and administrators, building on the regulatory standards that took effect earlier in 2026. The directive provides separate rules templates for funds and friendly societies, covering membership, contributions and benefits, governance, key appointments, complaints, amendments, dissolution, business transfers and member communications. When drafting rules, entities should address disclosure, plain language, risk management, good governance, responsible business conduct and legal compliance. Their rules must also meet the applicable formatting, signing and certification standards.
