Turkmenistan's Ministry of Finance published a readout of a Cabinet of Ministers meeting in which President Serdar Berdimuhamedov approved measures to modernise the banking system in line with the “Concept for the Development of the Digital Economy in Turkmenistan for 2026–2028.” The package includes steps to strengthen the material and technical base of the Central Bank, the State Commercial Bank “Turkmenistan,” and the Joint-Stock Commercial Bank “Turkmenbashi,” aimed at supporting the rollout of financial technologies and a modern information and communication system in banking. Separately, the Cabinet presented a State Program for the development of the digital economy and an accompanying implementation plan under the 2026–2028 concept. The programme is intended to support economy-wide digitalisation, preparation of a national artificial intelligence strategy, introduction and improvement of AI-related technologies across sectors, and training and upskilling of specialists, with the President signing the relevant resolution and instructing officials to proceed with the work.
