The Vietnam State Securities Commission published an update on the signing of coordination memorandums to organize and operate Vietnam’s domestic carbon exchange. The agreements were signed among the Climate Change Department under the Ministry of Agriculture and Environment, Vietnam Exchange, the Vietnam Securities Depository and Clearing Corporation, the Hanoi Stock Exchange and BIDV, and are intended to establish the operating framework needed for the exchange’s launch. The memorandums cover coordination on information and operational data sharing, registration and custody, trading and settlement, reporting and supervision, disclosure and incident handling during operation of the domestic carbon exchange. The commission described the signing as a preparatory step for implementing Government Decree 29/2026/ND-CP on the domestic carbon exchange and for aligning coordination between regulators and market infrastructure operators. At the ceremony, SSC Vice Chairman Hoang Van Thu said the Ministry of Finance and the Ministry of Agriculture and Environment had coordinated to complete the legal framework and information technology system for the exchange, while the Climate Change Department said the ministry had already issued rules on managing and operating the national registry system for greenhouse gas emission quotas and carbon credits. The Climate Change Department said it will continue to lead management and operation of the national registry system and coordinate with the Ministry of Finance, the State Securities Commission, VSDC, the exchanges, the settlement bank, market members and other relevant bodies to roll out the domestic carbon exchange in line with the government-approved roadmap.

The Vietnam State Securities Commission reported the signing of coordination memorandums among the Climate Change Department, Vietnam Exchange, VSDC, the Hanoi Stock Exchange and BIDV to support operation of Vietnam’s domestic carbon exchange. The agreements cover data sharing, registration, custody, trading, settlement, supervision, disclosure and incident handling, and form part of the rollout of the exchange under Decree 29/2026/ND-CP.
