The Bank of Israel and the Ministry of Finance published the 2025 Annual Report of the Citizens of Israel Fund, the sovereign fund that manages state revenues from the levy on windfall profits from oil and natural gas under the Citizens of Israel Fund Law, 5774–2014. The report highlights continued build-out of the Fund’s management infrastructure, expansion into additional asset classes and further growth in assets during its third full year of operation. As of 31 December 2025, the Fund’s assets under management were approximately USD 2.8 billion. During 2025 it generated an 18.4% nominal return in U.S. dollars and a 15.4% real return in U.S. dollars; deposits to the Fund totaled USD 350.7 million, and an annual allocation of USD 51.7 million was transferred to the State Treasury in accordance with the law. Looking ahead, the report indicates the Fund is expected to continue growing and to broaden exposure across additional asset classes, including a gradual expansion of private investments, supported by infrastructure developed for integrating non-liquid assets and enhanced real-time analytical capabilities.
