The People's Bank of China reported that Governor Pan Gongsheng met separately with World Bank President Ajay Banga and African Development Bank President Sidi Ould Tah on 15–16 October 2025 during the International Monetary Fund and World Bank Annual Meetings, exchanging views on the global economic and financial situation and on deepening practical multilateral cooperation. Pan framed the external environment as increasingly complex, citing unilateralism and protectionism in some economies as disrupting international trade and adding to challenges for global growth and development. He indicated China would continue close cooperation with the World Bank and the African Development Bank and support multilateral development banks in playing a stronger role in advancing sustainable development in low-income and fragile countries, while calling on both institutions to advocate clearly for multilateral cooperation and for improvements to global governance based on multilateral rules.
