The National Bank of the Kyrgyz Republic and the Union of Banks of Kyrgyzstan have signed a national charter establishing the framework for implementing the WE Finance Code. The initiative seeks to expand financing opportunities for micro, small and medium-sized enterprises owned or led by women. The charter covers participant coordination, accession to the code, and data collection and reporting. The code has 24 participants, comprising 12 commercial banks, 10 microfinance organizations, the Guarantee Fund and the Association of Microfinance Organizations. Participants commit to action across leadership, implementation and data. Under the charter, the central bank will serve as national leader and data aggregator, while the Union of Banks will coordinate implementation through a national coalition. The central bank previously amended regulations to define women’s entrepreneurship and support related financing approaches. Since March 2026, it has also collected gender-disaggregated data through bank reporting to support analysis and future policy decisions.
