The contract was awarded through an abbreviated direct appointment procedure to a consortium comprising the Military Industry and Telecommunications Group and the Center for Digital Technology Application and Digital Transformation. The package budget was set at VND 364,419,144,000, with a winning price of VND 364,000,000,000 (inclusive of applicable taxes and fees) funded through public investment from the state budget. The contract is a lump-sum arrangement, with a 12-month implementation period from the contract’s effective date and a 13-month contract duration from the same date.
