The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan reported that it reviewed 15,100 complaints concerning financial institutions and collection agencies in July, down 7.5% from the previous month. It also imposed 27 administrative fines totaling KZT 13.9 million under 26 administrative offense reports, alongside 12 recommendatory supervisory response measures and four written orders. Banks accounted for 50% of complaints, microfinance organizations for 33.9% and collection agencies for 8.8%. Debt resolution represented 43% of cases, followed by requests for explanations of legislation at 18% and consultations on various issues at 10%. Insurers received 16 fines, microfinance organizations six, collection agencies four and banks one. The update also showed continued implementation of the agency’s three-part Mortgage Housing Loan Refinancing Program. As of Aug. 1, banks had refinanced 33,300 loans worth KZT 214.3 billion under the component protecting the sole homes of borrowers with mortgages issued from 2004 through 2020. They had also converted or refinanced 16,200 foreign-currency mortgages worth KZT 114.4 billion and provided KZT 101.2 billion of additional support to 10,600 socially vulnerable borrowers through debt reductions, preferential repayment schedules and the return of sole homes held on bank balance sheets.
