The Securities and Exchange Board of India (SEBI) organised a Municipal Bond Outreach Programme in Thiruvananthapuram on June 30 to July 1, 2025, to help Urban Local Bodies (ULBs) and other stakeholders better understand municipal debt securities, pool financing and other market-based financing mechanisms for urban development. The programme covered practical aspects of structuring municipal bond issuances, regulatory compliance, credit rating and ongoing disclosure requirements, supported by case studies and engagement with intermediaries. A key workshop milestone was the launch by the Vadodara Municipal Corporation of “The Green Book – On Climate Finance & Green Municipal Bonds”, which documents the corporation’s Asia-first globally certified green municipal bond and presents it as a 2025 global case study for other ULBs considering sustainable financing approaches.
