The Thailand Securities and Exchange Commission is consulting on a targeted expansion of the institutional investor definition to allow more public sector and university linked entities to invest in private equity trusts. The proposal aims to broaden funding opportunities for startups, innovation driven businesses and other companies outside the stock exchange, while applying the expanded definition only to private equity trust transactions. Eligible investors would include government agencies mandated to promote or support research or innovation, entities established under those agencies’ policies to invest in businesses, and university holding companies or other entities established under higher education institution policies for the same purpose. Private equity trust investment is currently limited to institutional investors and ultra high net worth investors. The proposal would further broaden the institutional investor perimeter following the regulator’s earlier inclusion of private funds.
