The Central Bank of Montenegro has begun implementing the recommendations from its completed Needs Assessment project and published the final report, moving its preparations for European Union accession from assessment to execution. A new Coordination Body will set priorities, deadlines, responsibilities and resource requirements to prepare the central bank for membership of the European System of Central Banks upon EU accession and later integration into the Eurosystem. The assessment produced 18 expert reports following 13 missions involving more than 60 European experts. Recommendations cover institutional and staffing capacity, monetary and macroprudential policy, statistics, banking supervision and resolution, payment and information systems, data management, cybersecurity and digitalization. Implementation will focus resources on functions facing greater workloads and complexity within the European central banking framework, including preparations for staff involvement in ESCB bodies and committees as early as 2027.
