The Central Bank of Paraguay has put its digital savings deposit certificate system, known as CDA-d, into full production, enabling authorized banks and finance companies to issue and offer fully digital certificates to customers. The launch follows the earlier incorporation of CDA-d functionality into the national payments system rules and extends the central bank’s modernization of financial infrastructure beyond payments. CDA-d dematerializes certificates and represents them through book entries. The central bank’s Securities Depository will provide and administer the platform, centralizing electronic registration and custody while supporting issuance, placement, transaction recording, clearing and settlement. Digital and paper certificates will coexist for at least two years, allowing financial institutions and customers to migrate gradually while reducing manual processing and risks associated with physical documents.
