The Ukraine National Commission on Securities and Stock Market, the National Bank of Ukraine and other public authorities have published a financial competency framework for entrepreneurs, prospective entrepreneurs, independent professionals, and owners and managers of micro and small businesses. Developed under the National Financial Literacy Development Strategy through 2030, the framework supports self-assessment, identification of skills gaps and the design of financial education programs. Adapted from the 2018 OECD and International Network on Financial Education framework for micro, small and medium enterprises, the document covers the use of financial services, financial and business management, risk and insurance, and the wider financial environment. It includes competencies for accessing capital markets and investment, as well as a temporary module on wartime risks, and aligns competencies with different stages of business development. An interactive version allows users to filter competencies, assess specific topics and create individual development plans.
