The State Bank of Vietnam hosted Luxembourg’s Ambassador Patrick Hemmer and the Luxembourg Agency for the Transfer of Financial Technology (ATTF) to discuss bilateral cooperation in finance and banking, with a focus on continuing and expanding Luxembourg-backed training support for Vietnam’s banking sector. The central bank highlighted Luxembourg’s support to the State Bank of Vietnam and Vietnamese commercial banks since 2001 and described ATTF’s training programme as a strategic and practical international partnership. It pointed to the annual course on core operations in commercial bank management, delivered continuously since 2005, as a highly standardised pillar for international-benchmark training in Vietnam, and asked for it to be maintained in coming years while updating content to cover digital transformation, fintech, and Basel/IFRS-aligned risk management. The State Bank of Vietnam also requested additional technical assistance and training in areas such as data science and analytics, applied artificial intelligence in banking, risk management and sustainable finance, while the Ambassador congratulated Vietnam on establishing international financial centres in Ho Chi Minh City and Da Nang.
