The International Financial Services Centres Authority has issued Good Delivery Guidelines establishing technical and responsible sourcing standards for gold delivered through the India International Bullion Exchange at GIFT International Financial Services Centre. The principles based framework provides domestic and overseas refiners with a pathway to exchange participation based on objective standards, supply chain due diligence and independent assurance rather than solely on membership of a limited set of international delivery lists. Refiners must identify and assess sourcing risks, trace materials, maintain governance and control systems, and submit their processes to credible independent assurance. Drawing on the Organisation for Economic Co-operation and Development's due diligence guidance for minerals from conflict affected and high risk areas, the framework addresses risks including provenance, human rights, conflict financing, environmental practices and chain of custody. It is intended to expand refiner participation, strengthen confidence in bullion provenance and connect India's refining capacity more closely with global bullion markets.
