The British Columbia Financial Services Authority has obtained a court-appointed receivership to take control of frozen trust funds held by Jovi Realty and Lighthouse Realty Ltd., moving the management and distribution of those funds into a centralized, court-supervised process. D. Manning & Associates Inc. was appointed as receiver by the BC Supreme Court on April 2, 2026, following BCFSA’s November 2025 action to freeze the brokerages’ trust accounts after identifying serious concerns about alleged trust account mismanagement linked to an ongoing investigation into Balpreet Singh Bal. The frozen accounts may include consumer and client funds such as rental income, security deposits, other client monies, or licensee commissions. The receiver will take control of the accounts, assess claims from parties with a legal interest in the trust funds, and review, reconcile, and distribute funds in line with legal and statutory requirements. BCFSA noted that the receivership ends its direct administration of the frozen trust accounts, but its investigation into Bal, Jovi Realty, and Lighthouse Realty Ltd. remains ongoing and may lead to enforcement action under the Real Estate Services Act, including administrative penalties. Consumers are directed to continue day-to-day dealings with their property manager or brokerage contact, with questions on trust fund distribution handled through the receiver as the court process unfolds.
