Moldova's Ministry of Finance published an update confirming that Law No. 189/2025 amending legislation on the protection of consumers of financial services will enter into force on 25 October 2025, tightening disclosure and contract rules for insurers and consumer lenders and expanding the National Commission for Financial Markets’ (CNPF) supervisory coverage. The amendments were developed and promoted by the Ministry of Finance and CNPF, in a context where CNPF has exercised regulatory and supervisory responsibilities in this area since 1 July 2023. Insurers must provide complete, transparent product information, including pre-contractual disclosures before contract signing. Banks must provide additional information on consumer credit agreements, particularly where contracts are concluded online or in commercial premises, and credit contracts must include additional provisions to protect consumers’ financial interests. For floating-rate credit, lenders must clearly explain the conditions and how the interest rate may change. CNPF’s remit is extended to cover savings and loan associations and companies collecting debts linked to consumer credit, with the reforms framed as improving transparency, consumer protection and supervisory responsiveness.
