The Superintendency of Banks of Panama reported that the Special Interest Compensation Fund (FECI) Commission updated three interpretive criteria for the FECI regime and unanimously approved internal rules at its Aug. 20 meeting. The changes seek to provide uniform guidance for applying the regime to the agricultural sector and continue the commission’s recent work on interpreting its requirements, including its earlier criterion for agricultural raw materials used in agroindustrial activity. The internal rules cover the commission’s composition and functions, meeting arrangements, quorum, minutes and the process for adopting and communicating interpretive criteria. The Superintendency of Banks of Panama will formalize approved criteria through generally applicable administrative instruments and publish them for entities subject to the regime. As FECI administrator, it also presented the fund’s financial results as of June 30, 2026.
