The Central Bank of Russia found that three affiliated companies and two individuals manipulated trading in PJSC SIBUR Holding and PJSC Rostelecom bonds on Moscow Exchange in 2025. Plant SILACH LLC, OKTAD LLC, SITERRA LLC, Dmitry Koromyslov and Evgeny Komin were held administratively liable and ordered to prevent further violations. The central bank also issued binding orders requiring trading organizers and professional securities market participants to suspend transactions in their trading accounts. The parties executed collusive transactions in the exchange’s main trading mode, causing significant deviations in bond prices and trading volumes. Koromyslov placed orders through his own account and those of SITERRA and OKTAD, while Komin used Plant SILACH’s account. The conduct was classified as market manipulation under Clause 2, Part 1 of Article 5 of Federal Law No. 224-FZ. The central bank warned market participants, clients and affiliated persons against coordinated trading intended to distort fair pricing, including collusive transactions in anonymous trading.
