The Payment Systems Regulator has issued two directions requiring Mastercard and Visa to provide acquirers with clearer information on card scheme and processing fees and strengthen governance of pricing decisions. The measures follow a market review that found fees were difficult to understand and reconcile, while pricing processes lacked transparency. Mastercard and Visa must explain each fee, including what it covers, how it is triggered and how it is calculated. They must also consider the interests of businesses relying on their services when setting prices and maintain clear records supporting their decisions. The pricing governance requirements will take effect within four months, while the fee disclosure requirements will be implemented over 12 months. The regulator is also progressing a financial reporting requirement under which Mastercard and Visa would report on the performance of their UK card businesses, giving it greater visibility into fee trends and profitability.
