The Cayman Islands Monetary Authority (CIMA) has revised both volumes of its Regulatory Handbook and Enforcement Manual, with the updates effective upon Gazettement on 27 June 2025. Volume 1 of the Regulatory Handbook sets out the policies and procedures followed by CIMA, its committees and officers when carrying out regulatory and co-operative functions, and the amendments primarily enhance provisions related to external membership and stakeholder engagement. Volume 2, the Enforcement Manual, is intended to be read alongside Volume 1 and sets the framework for CIMA’s enforcement regime where Authorised Persons do not comply with the Regulatory Acts; the revisions consolidate procedures for Enforcement Actions, Administrative Fines, Publication and Lost Contact.
