Russia's Ministry of Finance published Prime Minister Mikhail Mishustin's opening remarks for a government discussion on digital platforms, setting out policy priorities rather than announcing a formal measure. The remarks linked platform development to Russia's 2030 digital-maturity goal and identified three main issues: protecting both users and service providers, introducing unified requirements for the security of personal and commercial data, and determining which sectors would generate the highest return from further use of government platforms. Mishustin said marketplaces and electronic services already account for more than 5 percent of GDP and that one in five Russian companies uses digital platforms. He described adoption as extending beyond commerce into industry, agriculture, transport and logistics, healthcare, education and public administration, citing the Faster Payments System being used by 70 percent of Russians, financial marketplaces serving 25 percent of retail clients, the Public Services portal having 120 million registered users and a daily audience of 14 million, and about 16 percent of citizens working online regularly or periodically.
