The South Korea Financial Services Commission has proposed a KRW 9.2417 trillion budget for fiscal 2027, an increase of KRW 4.5901 trillion, or 98.7%, from 2026. The proposal allocates KRW 1.055 trillion to growth initiatives, KRW 1.0828 trillion to support lower-income and financially vulnerable people, and KRW 2.0855 trillion to youth asset-building programs. It also includes KRW 500 billion for a new fund to normalize stalled project finance sites and KRW 42.2 billion for market misconduct and accounting fraud whistleblower rewards. Major measures include KRW 1 trillion of seed funding for the KRW 200 trillion, five-year National Growth Fund and KRW 527.4 billion to support KRW 2.78 trillion of Sunshine Loan lending. A new emergency loan program would supply KRW 600 billion to borrowers in the bottom 50% of credit scores regardless of income, initially offering KRW 1 million at 4.5% over 10 years. The proposal also provides KRW 1.7 trillion for the Youth Future Savings program, removes income requirements for its general tier, raises the preferential contribution rate to 15%, and introduces a 25% rate for young employees of regional small and midsize enterprises. The proposal is scheduled for submission to the National Assembly in early September and is expected to be finalized in early December after committee review and a plenary vote.
