Mexico's Ministry of Finance and Public Credit, through the Financial Intelligence Unit, has updated the official registration and reporting forms for persons conducting vulnerable activities. The forms strengthen beneficial ownership identification, cover additional obliged entities and legal arrangements, and support the filing of notices within 24 hours under the anti-money laundering framework amended in 2025. The changes add fields for transactions conducted through trusts and other legal arrangements and revise forms for public and private facilitators, customs agencies, and persons that arrange customs clearance without a customs agent or agency. Updated instructions and catalogs will be published in the Anti-Money Laundering Prevention Portal System on Oct. 1, 2026. Registration will open on Feb. 1, 2027, for those acting through trusts or other legal arrangements, customs agencies and persons arranging customs clearance without an agent or agency, followed by public and private facilitators on June 1, 2027. All covered parties must use the new forms for notices and reports, including 24-hour notices, from June 1, 2027.
