Silva framed CNV’s remit around two laws, describing Law No. 27.739 as establishing CNV as the regulator for AML-focused obligations on entities, and noting that CNV regulates PSAVs rather than virtual assets themselves, except where a virtual asset qualifies as a negotiable security under the Capital Markets Law (Law No. 26.831). He described CNV’s approach as having two pillars, PSAV regulation and a tokenisation regime, and traced the PSAV pillar from the creation of the PSAV register to the public consultation and then the final rulemaking. Separately, Silva joined a closed-door regulatory roundtable at the event alongside representatives from the Central Bank of the Argentine Republic and regional authorities to exchange views on compliance challenges, regulatory strategies and innovation in financial frameworks.
