In an opening address at the tenth Annual Research Conference of the National Bank of Ukraine and Narodowy Bank Polski, the National Bank of Ukraine identified resilience, credibility and innovation as the central themes for policymakers facing faster geopolitical, technological and financial change. It argued that central banks must determine where to adapt while remaining steadfast in their mandates, independence and responsibilities. Ukraine’s wartime experience has turned risks into immediate operational tests, including maintaining confidence in the currency, conducting monetary policy under exceptional uncertainty and preserving banking and payment continuity during attacks on energy, civilian infrastructure and bank data centers. The response increasingly depends on banking system preparedness, coordination among government agencies, operational protocols and scenario planning. The conference will use Ukraine’s evolving decisions, data and case studies to examine how central banks can respond more quickly to crises while managing cyberattacks, hybrid warfare and other vulnerabilities.
