The Guernsey Financial Services Commission has notified businesses of United Nations amendments concerning four entries on the ISIL and Al-Qaida Sanctions List. The entries relate to Mohammed Salahaldin Abd El Halim Zidane, Adem Yilmaz, Shafi Sultan Mohammed Sultan Al-Ajmi and Ummah Tameer E-Nau. The changes are automatically effective in the UK and apply in the Bailiwick of Guernsey under its sanctions implementation framework. Businesses must check for accounts, assets or other relationships involving the designated parties and immediately freeze relevant funds and economic resources. They must not make funds or economic resources available to designated persons, entities they own or control, or parties acting on their behalf, except under an authorized derogation or licence. Any findings must be reported immediately to the Policy & Resources Committee. Regulated firms that identify an affected relationship must also report to the Commission as soon as reasonably practicable after meeting their statutory reporting obligations, including the relevant party's name, the nature of the relationship or transaction, and the transaction or asset value.

Businesses must screen relationships, immediately freeze relevant assets and report findings to the Policy & Resources Committee. Regulated firms must also notify the Commission as soon as reasonably practicable after completing the statutory report.
