In opening remarks at the SFC Forum on Transition Plans, Hong Kong Securities and Futures Commission Chairman Dr Kelvin Wong called for sustainable finance to move beyond pledges and labels toward measurable and enforceable climate outcomes. He identified high quality transition plans as the main bridge between ambition and accountability, supported by intermediate targets, aligned capital expenditure and board oversight. Wong urged stronger metrics linking transition planning, physical risk and supply chain decarbonization to the cost of capital and risk weights. He also called on boards to explain how material climate considerations affect strategy and capital allocation, and on asset managers to use engagement and active stewardship to create incentives for issuers. Policymakers and regulators should provide clear direction, manage greenwashing risks and support sustainability disclosures aligned with international standards and subject to the same rigor as financial reporting.
