In remarks at the launch, the Central Bank of Liberia said it has introduced the Inclusive Instant Payment System, a mobile money interoperability platform designed to support real-time digital payments, reduce reliance on cash and extend payment access to banked and unbanked users. The rollout was presented as the first phase of Liberia’s broader payments modernization, with the initial live use cases covering person-to-person and government-to-people transactions. The central bank said the system provides real-time, transparent and low-cost payment rails and is intended to support government disbursements such as salaries, pensions and social transfers. It said the launch follows a pilot completed earlier in 2025 and that the platform has been built with cybersecurity safeguards. The governor also linked the project to the wider National Electronic Payment Switch agenda and said it is meant to support nationwide access across Liberia’s 15 counties. Next steps outlined in the speech include ongoing work with the Liberia Revenue Authority on people-to-government payments for taxes, expansion to commercial banks, fintech companies and other digital service providers, and the addition of merchant payments, bill payments and cross-border transactions.
