The Central Bank of Paraguay published an account of the industry consultation that preceded approval of rules governing National Payment System pricing and implementation of the QR Hub. The final approach sets only the maximum charge for payment initiation and payment request services, without prescribing how the related commission must be distributed among participants. The process began in March 2026 and involved banks, finance companies, payment operators, fintech firms and industry associations. Following submissions covering pricing, operational, technological, legal, security and fraud-prevention issues, the central bank held seven technical meetings in May, issued three sets of frequently asked questions and provided a consolidated response to industry groups. The resulting rules were approved on July 13, 2026. The central bank emphasized that industry engagement informs its regulatory analysis but does not limit its rulemaking authority, which it exercises based on public interest, financial stability, system security and efficiency, competition, risk management and user protection.
