The Central Bank of Russia announced that, following legislative amendments effective 20 April 2026, it will no longer maintain the register of certified financial market specialists and will withdraw from accrediting organisations that certify such specialists. The central bank will cease approving qualification examination programmes, setting the types and forms of qualification certificates, and annulling certificates. From 20 April 2026 it will stop accepting applications and documents for obtaining or renewing accreditation or reissuing accreditation certificates, information about certified persons from certifying organisations, applications to amend the register, and requests to revoke accreditation. It will also stop issuing copies of qualification certificates previously issued by the Federal Financial Markets Service of Russia or the Federal Securities Market Commission of Russia and providing extracts from the register, including via the Gosuslugi public services portal.
