Hong Kong's Financial Services and the Treasury Bureau welcomed the publication of the annual report of the Process Review Panel for the Securities and Futures Commission (PRP), covering the PRP’s work in 2024-25. The report reflects a review of the Securities and Futures Commission’s (SFC) internal processes and operational procedures and includes observations and recommendations aimed at supporting the fair and consistent exercise of the SFC’s regulatory powers. The PRP’s work included reviews of selected cases relating to enforcement, licensing, supervision of intermediaries and complaint handling. The PRP is an independent panel established by the Chief Executive to review and advise on the adequacy of the SFC’s internal procedures and operational guidelines, and to determine whether the SFC has followed its internal procedures for ensuring fairness and consistency; the Bureau also acknowledged the contributions of PRP Chair Miranda Kwok and panel members.
