Russia's Ministry of Finance published a government meeting transcript in which Prime Minister Mikhail Mishustin set out implementation of the President's instructions from the St Petersburg International Economic Forum. The economic measures include deferring more than RUB 100 billion of regional budget loan repayments this year and preparing legislative amendments to keep the simplified tax system revenue threshold at RUB 20 million. Further work will develop frameworks for private investment in social infrastructure and innovation, digital platforms and autonomous systems, and a smoother progression from self-employment to individual entrepreneurship and company formation. The meeting also covered health and social policy. Nearly RUB 5 billion will fund free continuous glucose monitoring systems for children and adolescents with Type 1 diabetes and pregnant women. The allocation is expected to cover more than 50,000 children and tens of thousands of expectant mothers, with about 270,000 devices to be procured for delivery in the second half of this year and the beginning of next year. Separately, Deputy Prime Minister Tatyana Golikova reported that more than nine million people received social services in 2025 through over 6,500 organisations, including more than 2,000 non-governmental providers, while long-term home care currently covers about 180,000 people and lean management reforms in 29 regions aim to raise services per employee by 16 percent by 2030.
