The Bank of the Lao held a briefing on the subordinate rules under the revised Law on Payment Systems, focusing on the supervisory framework for payment system operators and payment service providers. The session explained the rules on fintech testing, payment service provision and electronic money services, and also presented the main findings from the 2025 inspections of payment service providers. The measures covered licensing arrangements for payment services, categories of payment services, governance, and reporting, monitoring and inspection requirements, alongside provisions linked to the development of new financial technology in the banking and financial sector. More than 150 participants from the Bank of the Lao, relevant public sector bodies, payment system operators and payment service providers attended. The inspection review highlighted outstanding issues that providers need to correct to align with the rules, and the event also included product presentations from Banque Pour le Commerce Exterieur Lao Public and Lao Mobile Money Co., Ltd. to show how payment services are implemented in practice.
