The State Bank of Vietnam published an event report on General Secretary To Lam’s presentation to the opening session of the 14th National Congress of the Communist Party of Vietnam, summarising the package of draft documents submitted to the Congress and the accompanying action programme. The draft set comprises a Political Report of the 13th Party Central Committee, a report reviewing theoretical and practical issues in 40 years of socialist-oriented renovation, and a report on 15 years of implementing the Party Charter (2011–2025) that includes proposals for amendments and supplements. The Political Report is described as integrating the political, socio-economic and party-building reports into a single consolidated document, while the action programme for implementing the Congress resolution is positioned as more specific than in prior congresses by setting out responsible subjects, a roadmap, resources and intended outcomes. The Congress opened in Hanoi with 1,586 delegates representing more than 5.6 million Party members, and the Politburo also proposed a policy to summarise 100 years of Communist Party of Vietnam leadership (1930–2030) and outline national development orientation for 2030–2130, alongside a review of 40 years implementing the national construction platform in the transition to socialism.
