The Philippine Securities and Exchange Commission issued a memorandum circular extending discounted filing fees for micro, small and medium enterprises (MSMEs) for corporate registration and securities registration, giving eligible firms more time to complete registrations at lower cost. The extension keeps the 20 percent discount for MSME corporate registration in place until 31 March 2026, and the 50 percent discount for MSME securities registration until 30 June 2026. The securities registration discount also applies to securities registered through the SEC’s streamlined processes for power generation and distribution utility companies, real estate developers and/or managers in relation to rental pool deals, agri-business firms, and hospitals; since the lower rates were implemented in July 2025, the SEC has granted around PHP34.5 million in registration and filing fee discounts to 15,425 MSMEs as of December 2025. MSME classification follows the asset-size thresholds under Republic Act No. 9501 (up to PHP3 million for micro, up to PHP15 million for small, and up to PHP100 million for medium enterprises), and applicants seeking the discounted securities registration filing fee must submit a Certification of MSME Qualification executed by the company’s president or treasurer and have paid-up capital of PHP25 million, except for agri-businesses using the streamlined securities registration process.
