Hong Kong's Financial Services and the Treasury Bureau announced that the Financial Secretary, under delegated authority from the Chief Executive, has appointed Ms Sabrina Ho Shuk-ying as Chairman of the Process Review Panel for the Insurance Authority (PRP-IA) and refreshed the panel’s membership for a two-year term from 1 November 2025 to 31 October 2027. The new appointees as members are Ms Charity Au Chi-san, Ms Zabrina Lau Shing-yan and Mr Patrick Siu Tsz-him, while Mr Paul Cheung Lap, Mr Mike Lee Siu-chuen, Mr Martin Tam Chi-wai, Professor Raymond Wong Man-kong, Ms Alice Yip Ka-ming and Ms Fion Yip Yan-ting have been reappointed. The Bureau also noted the departure of the outgoing chairman, Mr Eugene Fung Ting-sek, SC, and the conclusion of terms for five members. The PRP-IA is an independent panel established with the Chief Executive’s approval on 1 November 2019 to review and advise the Insurance Authority on the adequacy of its internal procedures and operational guidelines for actions and operational decisions taken in the performance of regulatory functions; the Chairman of the Insurance Authority and the Secretary for Justice (or a representative) serve as ex-officio members.

The Financial Services and the Treasury Bureau of Hong Kong has appointed Ms Sabrina Ho Shuk-ying as Chairman of the Process Review Panel for the Insurance Authority (PRP-IA) for a two-year term starting 1 November 2025. New members include Ms Charity Au Chi-san, Ms Zabrina Lau Shing-yan, and Mr Patrick Siu Tsz-him, while several members have been reappointed. Established in 2019, the PRP-IA reviews the Insurance Authority's internal procedures and operational guidelines.
