The Hong Kong Securities and Futures Commission (SFC) issued a public warning about International Standard Carbon Assets Technology Co., Limited, an unlicensed virtual asset trading platform (VATP) also known as “iSCAT” or “iSCAT Exchange”, which it said had purported to operate in Hong Kong. The SFC said the platform claimed to provide cryptocurrency trading services and used social media to direct investors to its website and mobile application. It noted that operating a virtual asset exchange in Hong Kong and/or actively marketing such services to Hong Kong investors without a licence is an offence under the Securities and Futures Ordinance and the Anti-Money Laundering and Counter-Terrorist Financing Ordinance, and it added iSCAT and its website to the SFC’s Suspicious Virtual Asset Trading Platforms Alert List.
