The Ministry of Finance of Kyrgyzstan reported that the second consultative meeting on establishing a Shanghai Cooperation Organisation Development Bank was held in Xi'an on 29 and 30 April 2026. Delegations from Shanghai Cooperation Organisation member states and partners, together with representatives of the organisation's Secretariat, discussed the main parameters of the future bank's operations and confirmed their intention to continue consultations on its creation. The meeting was co-chaired by Liao Min, Vice Minister of Finance of China, and Nurbek Akzholov, Deputy Minister of Finance of Kyrgyzstan. The initiative to create the Shanghai Cooperation Organisation Development Bank had previously been approved at the 25th meeting of the Council of Heads of State of the organisation's member states in Tianjin on 1 September 2025. The third consultative meeting is planned for 28 May 2026 in Bishkek.

The Ministry of Finance of Kyrgyzstan reported that Shanghai Cooperation Organisation member states and partners held a second consultative meeting in Xi'an on establishing a Shanghai Cooperation Organisation Development Bank, discussing key operational parameters and agreeing to continue consultations. The initiative to create the bank was approved at the 25th meeting of the Council of Heads of State in September 2025, with a third consultative meeting scheduled for May 2026 in Bishkek.
