Russia’s Ministry of Finance published remarks by Prime Minister Mikhail Mishustin at a Shanghai Cooperation Organisation (SCO) meeting, proposing closer cooperation on investment, payment infrastructure and transport. Mishustin called for faster implementation of existing SCO agreements rather than additional documents, with an emphasis on concrete projects and stable, transparent and predictable conditions for mutual investment. National institutions were invited to join InvestRussia, Russia’s federal investment project support platform operated by VEB.RF. Against growing sanctions pressure, Mishustin reiterated the importance of developing modern payment infrastructure to support national economies and large investment projects. On transport, he advocated wider use of electronic document management to increase processing capacity and cargo traffic. The SCO Digital Platform Concept for international multimodal cargo operations was due to be approved following the meeting, and he urged its prompt implementation. Other proposals included joint work on artificial intelligence and a working group on the space economy within the SCO foreign trade ministerial framework. Mishustin also called for maintaining established energy supply channels and improving coordination between energy systems. Russia offered to expand agricultural exports to SCO countries, which rose 12.5% in 2025 to USD 22 billion and accounted for 54.4% of its total agricultural exports.
