The branch may operate subject to the conditions and requirements set out in the licence approved by the central bank. The licence follows preliminary approval for the branch's licensing granted in August 2025 under Supervisory Council Decision 38/2025. The application was reviewed against Law 9662/2006 on banks in the Republic of Albania and Supervisory Council Regulation 14/2009 on the licensing and activity of banks and branches of foreign banks in Albania, both as amended.

The Bank of Albania’s Supervisory Council has granted a licence for the Albanian branch of foreign bank Turkiye Cumhuriyeti Ziraat Bankasi A.S. to conduct banking and financial activities, subject to the conditions set out in the licence. The decision follows preliminary approval issued in August 2025 and is based on an assessment under Law 9662/2006 on banks and Supervisory Council Regulation 14/2009 on the licensing and activity of banks and branches of foreign banks in Albania.
