The British Columbia Securities Commission has alleged that Zhuo Ying Liu, also known as Charlene Liu, a registered dealing representative at an exempt market dealer, made materially false or misleading statements under oath during a compelled interview with a Commission investigator. The allegations arise from a 2024 interview conducted as part of the Commission’s investigation into trading in a company’s securities, although Liu herself was not under investigation at the time. According to the Commission, Liu told investigators she had not sold shares in the company to two specific investors and had not sold the company’s securities to any investors after July 2020. The Commission alleges those statements were false because the two investors had bought more than CAD 500,000 of securities through her and she had facilitated a further CAD 1.4 million of purchases by 11 other investors after July 2020. The matter follows the exempt market dealer’s 2020 decision to halt further sales of the company’s securities after the company failed to provide documentation, despite which Liu allegedly continued to solicit investments. The allegations have not been proven. Liu or her counsel must appear at the Commission’s offices on July 21, 2026 if she wishes to be heard before a hearing is scheduled.
