The Ukraine National Commission on Securities and Stock Market published a digest of its key decisions covering rulemaking coordination with government drafts, supervisory measures affecting specific market participants, and a set of registration, licensing and fit-and-proper approvals across the capital markets. On the rulemaking side, the Commission approved an internal note on a draft law on defining business entities and agreed draft acts from the Cabinet of Ministers and the Ministry of Finance, including an action plan to implement European Commission recommendations from Ukraine’s EU Enlargement Package 2025 progress report and changes to the corporate income tax return form. Supervisory actions included granting special permits for a defined list of securities operations for LLC Kapital-Profbud and for transactions linked to privatisation of a state shareholding, ordering inspections of LLC KINTO, LTD and LLC Stock Company ZENIT-DT, amending the list of client and depositor assets covered by an asset-blocking sanction on LLC Freedom Finance Ukraine, and adding EXT Ltd and Universal Group to its list of suspicious investment projects. The Commission also approved financial improvement plans for LLC KUA OPIKA-CAPITAL and LLC SPRED, closed an administrative proceeding against LLC KUA VENTURIKO, registered issuance results for JSC BTA BANK’s series A corporate bonds and Private JSC Ukrainian Financial Housing Company shares, processed multiple share and bond issuance registrations and related amendments for issuers including Private JSC BUNGE KOLOS, LLC DNIPROMETYZ TAS and several closed-end non-diversified venture corporate investment funds, cleared an intended acquisition of a significant participation in LLC KUA HERITAGE INVESTMENT MANAGEMENT, confirmed several firms meet criteria set out in Cabinet of Ministers Resolution No. 76 of 27 January 2023, and approved a range of senior appointments and control function nominations (including compliance, risk management, internal audit and financial monitoring) at professional market participants.
