The exchanges remain strictly bank-to-bank transactions. Participating banks retain sole custody, accountability and responsibility for the currency, while the central bank will not count, verify or certify it and assumes no liability for claims, losses or disputes. Approved exchanges may take place from 9 a.m. to 4 p.m., with participating banks required to arrive by 2:30 p.m.; separate procedures apply for Greater Manila and provincial offices.
