The State Bank of Vietnam published an update from National Payment Corporation of Vietnam (NAPAS)’s 2025 task-implementation conference, setting priorities for the national retail payments switching and clearing operator. SBV’s Payment Department called for a full review of NAPAS’s systems and faster delivery of the banking sector’s digital transformation and payment-system strategies, alongside stricter operational resilience, cybersecurity and controls to prevent payment crime, including implementing Decree No. 52 and related implementing circulars on non-cash payment activities. NAPAS reported that in 2024 its systems processed 9.56 billion transactions worth VND 61 quadrillion, with 24/7 interbank transfers reaching 8.9 billion transactions worth more than VND 59.8 quadrillion; ATM transactions fell 19.5% by volume and 19.1% by value year on year. Delivery for SBV included strengthened monitoring for continuous and secure operations, public-service and social-welfare payment functionality via VneID, linking social security identifiers with bank and Mobile Money accounts for 17 banks and one telecom company, expanding VietQR acceptance for 10 public-service categories on the National Public Service Portal to 38 banks/acceptors, and VND 466 billion in fee waivers and reductions to encourage new products. Plans for 2025 include scaling cashless payments in healthcare, education and government services, supporting the review of the Mobile Money pilot, expanding social-welfare payouts through banks in cooperation with Ministry of Public Security-linked data platforms, and building a risk management and fraud-monitoring system while updating AML/CFT rules and procedures. NAPAS also expects to complete switching for international card transactions under Circular 19 for UPI and American Express and to progress cross-border card and QR linkages, including VietQR Global network-to-network connections, while prioritising SmartPOS and SoftPOS expansion.
