Silva spoke at Blockchain Rio 2025 in Rio de Janeiro (5–7 August), outlining Argentina’s regulatory approach to virtual asset service providers (PSAVs) and tokenization and pointing to coordinated work with other authorities on anti-money laundering and counter-terrorist financing supervision. The main-stage discussion on regulatory approaches for digital assets in Brazil, Argentina and El Salvador brought together Silva, El Salvador’s National Commission of Digital Assets (CNAD) head Juan Carlos Reyes, and Brazil Securities Commission (CVM) interim president Otto Lobo. Silva described Argentina’s PSAV and tokenization framework as pioneering and said it had been developed to international standards in a little more than a year; he also joined the event’s Blockchain Leaders meeting and held talks at the CVM’s headquarters focused on international cooperation and shared priorities.
